The report reveals that UVU did not conduct a written security assessment or prepare an event action plan, leaving key decisions to the attendee’s organizer. Campus officials had flagged risks of a courtyard surrounded by tall buildings, yet the venue was chosen anyway. Coordination between university police and the activist’s private security was weak, and no joint briefing took place. While no staff acted in bad faith, the lack of procedures such as drone surveillance and bag checks pushed the event to a fatal outcome. UVU’s president vows to act on the recommendations.
