In Houston on July 7, ICE agents shot Lorenzo Salgado Araujo, a 52‑year‑old Mexican builder who was traveling to work. The Department of Homeland Security (DHS) says the traffic stop was aimed at another driver, not Salgado, and that the shooting was a self‑defence response after the victim allegedly tried to escape.
The agents were not wearing body cameras, and no images or videos have been released. DHS states that half of its field officers are now equipped with body cameras and will receive them within 60 days.
Salgao’s family claims he had no criminal record and was close to obtaining a work permit. Their lawyer says the account contradicts DHS’s narrative, stating no agent was placed in front of the vehicle. Salgado’s sons also disagree with the DHS claim.
The incident sparked protests across Houston, prompting four Democratic Congress members to demand a federal inquiry. The Houston Police Department, headed by Chief Noe Diaz, has offered resources for a thorough investigation but notes local jurisdiction cannot cover federal law enforcement officers in the course of their duties.
Mexico’s Foreign Minister Roberto Velasco said the country will file criminal complaints in the U.S. over the deaths of Mexicans in ICE custody, marking the eighth fatality since the Trump administration’s immigration policies. No ICE agents have been charged for this or prior deaths.
