In brief
The fourth ENACT Majlis took place in Abu Dhabi on October 30, 2026, with more than 100 leaders from energy, tech, investment and policy sectors. The focus was on strengthening global energy resilience through infrastructure investment, AI, and cross‑sector partnerships. Leaders highlighted the growing threat to energy systems – with physical attacks rising sixfold over six years and cyberattacks doubling in the last two years – and called for urgent action to build more reliable, adaptable energy systems.
The fourth ENACT Majlis convened in Abu Dhabi on Sunday, October 30, 2026, bringing together more than 100 leaders from energy, technology, investment and policy to focus on strengthening global energy resilience.
The event, hosted in partnership with ADNOC, XRG and Masdar, centers on how investment in infrastructure, system flexibility and advanced technologies – especially artificial intelligence (AI) – can build stronger, smarter energy systems that support continued economic growth.
According to a new analysis by ENACT presented at the Majlis, physical attacks on energy infrastructure have increased sixfold over the past six years, while cyberattacks have doubled in the last two years, underscoring a growing need for preparedness and resilience before damage occurs.
Dr Sultan Ahmed Al Jaber, Minister of Industry and Advanced Technology and ADNOC’s Group CEO, said:
“Energy security is economic stability. As global energy demand grows and disruption increases, we need systems that can deliver more energy, more reliably, and perform under pressure. That means investing in capacity, flexibility and the intelligence to anticipate, adapt and recover faster.”
He added that this year’s Majlis would advance collective, cross‑sector action to place resilience at the heart of investment decisions, accelerate the deployment of AI and robotics, and strengthen partnerships that enhance energy security and support socioeconomic growth.
Since its launch in 2024, ENACT has expanded to Washington and returned to Abu Dhabi, connecting leaders across sectors. Its fourth edition focuses on turning dialogue into practical partnerships, investable solutions and measurable outcomes to protect energy systems worldwide.
