Utilizing an undercover reporter, the network offered payments to participants for promoting pro-Russian propaganda and fake news against Moldova's pro-EU ruling party ahead of the September 28 parliamentary elections.

Participants were encouraged to find supporters of Moldova's pro-Russia opposition and conduct unauthorized polling to fabricate narratives that could challenge the election's validity in case the ruling party won. The network, linked to sanctioned oligarch Ilan Shor, aims to influence public opinion through disinformation and manipulate the electoral process.
