PORTLAND, Ore. – The city of Portland stated it will issue a land use violation notice to the ICE facility due to alleged violations of detention limits. According to city officials, the building's conditional land use approval prohibits holding individuals overnight or for longer than 12 hours. Reports indicate that the facility exceeded these limits on 25 occasions over a ten-month span stretching from October 2024 to July 2025.

Portland Mayor Keith Wilson remarked on the situation, expressing pride in his team's investigation and reaffirming the community's rights. U.S. Immigration and Customs Enforcement made clear detention limitation commitments to our community, and we believe they broke those policies more than two dozen times, he said in a recent news release.

The notice is expected to be issued shortly, with the ICE agency yet to respond publicly. The facility has become the focal point of nightly protests, which have intensified since June. Advocates and demonstrators regularly gather to address immigration issues, reflecting a broader conversation around immigrant rights in the city.

Despite residents facing disruption from these protests, they differ significantly from the widespread racial justice demonstrations that took place in 2020. With Portland's ongoing sanctuary policy barring local enforcement of federal immigration laws, tensions remain high as the city navigates its response to federal immigration actions.
